svn_load_dirs.pl has disappeared from the Fedora Core 6 subversion package. Until it's reincluded, you can:
- get the subversion source code
- unpack it
- run ./configure --prefix=/usr
- grab it from contrib/client-side/svn_load_dirs.pl

I guess the mlocate version
I guess the mlocate version of locate doesn't print out a warning when you haven't run updatedb in a while, and svn_load_dirs.pl is still in the doc directory. Silly me.
