Last week, I saw a scooter plugged into an extension cord and what looked like a very large laptop DC adapter. The scooter was parked in front of a clothing shop, and the extension cord led into the shop. That day and the next day, I realized that all of the scooters in Kunming neither make noise nor have an exhaust pipe. And that leads me to think that there's some kind of law that declares that all scooters, old and new, must be electric scooters.
