Well, I seem to have found the non-tourist priced internet cafe on this street. It's full of kids playing counterstrike and yelling in Thai at each other. At the equivalent of 2 yuan ($0.25) per hour, it's even about the same price as in Kunming. And I thought Thailand was going to be more expensive.
